Scientific Document Production Continues to Increase in Turkish Higher Education

Türkiye continues to rise in world rankings in academic productivity, one of the strategic goals of the Council of Higher Education.
Erol Özvar, President of the Council of Higher Education, stated that they want to make Türkiye
a research and innovation center with global impact and said, "Türkiye ranks 17th in the world in terms of producing scientific documents. Our goal is to enter the top 10 first and then to push for the top 5." Advising academics to publish at least one publication a year, he underlined that they should not be satisfied with the points they have reached and should work in the form of academic production mobilization all over Türkiye.
According to the 2024 University Monitoring and Evaluation General Report prepared by the Council of Higher Education, 201 universities have at least one publication published in national refereed journals and with institutional addresses in 2023. The total number of publications of universities in national refereed journals was 37 thousand 386. While the average number of publications per faculty member published in national refereed journals was 0.12 in 2018, this figure almost tripled to 0.35 in 2023.
Among the universities with the highest number of publications per faculty member published in national refereed journals in Türkiye, Tarsus University ranked first with 0.94, Kahramanmaraş İstiklal University ranked second with 0.77 and Bitlis Eren University ranked third with 0.72. Bayburt University ranked fourth with 0.7, Erzurum Technical University fifth with 0.637, Nevşehir Hacı Bektaş Veli University sixth with 0.633, Ankara Hacı Bayram Veli University seventh with 0.6, Samsun University eighth with 0.59, Çankırı Karatekin University ninth with 0.588 and Gümüşhane University tenth with 0.582.
Number of publications in indexed journals and books exceeded 89 thousand-
According to the report, while the number of publications with institutional addresses in SCI, SCI-Expanted, SSCI and AHCI indexed journals and books was 87 thousand 355 in 2022, this number increased to 89 thousand 334 in 2023.
196 universities made at least one publication with institutional address in indexed journals and books. The number of universities with one or more institution-addressed publications per faculty member was 51.
Among the universities with the highest number of publications per faculty member published in indexed journals and books, Koç University ranked first with 2.73, İstinye University ranked second with 2.58 and Sabancı University ranked third with 2.36.
-188 universities published joint papers-
According to the report, 188 universities published at least one paper in indexed journals and books in 2023 in national cooperation. The average of national collaborative publications of these universities was 52 percent. The number of universities that published 65 percent or more of institution-addressed publications with national cooperation was 27.
Izmir Tınaztepe University ranked first with 86.9, SANKO University ranked second with 86.2 and Istanbul Yeni Yüzyıl University ranked third with 84.4 among the universities with the highest rate of publications published with national cooperation in indexed journals and books.
- “University-industry cooperation” increased the number of joint publications-
The increase in university-industry cooperation was also reflected in the number of joint publications. In 2023, the number of universities with a publication rate of 1 percent or more with university-industry cooperation was 128, and the total number of publications was 995. The average ratio of the number of publications made with university-industry cooperation to the total number of publications was 1.21. This ratio was 1.07 in 2021 and 1.19 in 2022.
Among the universities with the highest ratio of the number of publications made with university-industry cooperation to the total number of publications, Istanbul Gedik University ranked first with 6.48. Koç University ranked second with 4, while Ostim Technical University ranked third with 3.82.

According to the report, 198 universities have at least one cited publication published in indexed journals in the 2019-2023 period. The average cited publication rate of these universities was 71 percent. The number of universities whose institution-addressed publications received 75 percent or more citations was 61. The total number of citations of indexed publications was realized as 3 million 282 thousand 90.
Among the universities with the highest citation rate of indexed publications, Piri Reis University ranked first with 87.1. Çankaya University ranked second with 86.1 and Alanya University ranked third with 84.2.
