"Comply with the 25 Percent Cap and Do Not Disadvantage Students"

- Following complaints that some institutions exceeded the permitted tuition fee increase, the Council of Higher Education has instructed foundation universities to comply with the General Assembly decision limiting annual tuition increases to 25 percent.

The Council of Higher Education (CoHE) has instructed foundation higher education institutions to implement its decision limiting tuition fee increases for students beyond the preparatory and first-year levels to no more than 25 percent for the 2026-2027 academic year.

In a letter signed by Council of Higher Education President Erol Özvar, the Council recalled that foundation universities had previously been notified, through a letter dated July 14, 2026, that tuition fee increases must be determined in accordance with the relevant General Assembly Decision and the Procedures and Principles Governing Tuition Fees and Fee Increases for Students Beyond the Preparatory or First Year at Foundation Higher Education Institutions, which set the maximum increase at 25 percent.

The letter also noted that the Council had received a large number of applications submitted through CİMER (the Presidential Communication Center), alleging that some foundation universities had failed to comply with the General Assembly Decision and the applicable procedures and principles.

According to the complaints, certain institutions had imposed tuition fee increases exceeding the permitted limit and failed to publish their tuition fees on their official websites.

In light of these complaints, the Council requested that all foundation higher education institutions take immediate action in accordance with the General Assembly Decision and the relevant procedures and principles, and ensure that students are not adversely affected.

A copy of the letter was also forwarded, for information, to the Higher Education Supervisory Board.
