- Students who did not enroll or who voluntarily withdrew by December 9, 2026, will also be covered by the amnesty

Students who were placed in universities through the 2026 Higher Education Institutions Examination (2026-YKS) but did not enroll, as well as those who enrolled and then voluntarily withdrew by December 9, 2026, will also be eligible to benefit from the student amnesty.

Regulations concerning the student amnesty were enacted through Law No. 7592, and the deadline for applications from those wishing to benefit from the amnesty was set as December 9, 2026.

In this context, the Office of Legal Counsellor of the Council of Higher Education (CoHE) assessed whether students who were entitled to enroll through the 2026-YKS but did not enroll, or who enrolled through the 2026-YKS and voluntarily withdrew before December 9, 2026, could benefit from the provisions of the aforementioned law.

The Office of Legal Counsellor concluded that these students should be eligible to benefit from the provisions of the law. Following an assessment by the CoHE Executive Board, it was deemed appropriate for students who were entitled to enroll through the 2026-YKS but did not enroll, as well as those who enrolled through the 2026-YKS and voluntarily withdrew before December 9, 2026, to also benefit from the amnesty provisions.

The decision was communicated to all universities.
