- Tuition fee complaints to be reviewed daily

- Increases exceeding the 25 percent limit for continuing students, as well as additional fees and installment-related charges, will be monitored daily, with necessary action taken in cases of non-compliance

The Council of Higher Education has tightened its oversight of tuition fees at foundation higher education institutions following complaints submitted by students.

A large number of reports and complaints submitted to CoHE through CİMER alleged that some foundation higher education institutions were not complying with the established rules, had increased tuition fees for continuing students by more than 25 percent, charged students who had only one course remaining a full semester fee, applied additional charges for certain payment options, and demanded extra fees from students.

Applications, reports, and complaints concerning such practices that adversely affect students will be reviewed daily and as a matter of urgency by the Council of Higher Education’s Supervisory Board. Necessary action will be taken against the institutions or individuals concerned if any violations of the rules are identified.

- Tuition fee increases for continuing students cannot exceed 25 percent

The procedures and principles prepared in accordance with the amendments to Higher Education Law No. 2547 have been communicated to foundation higher education institutions.

Accordingly, for the 2026-2027 Academic Year, tuition fee increases for students other than those in preparatory and/or first-year classes in the year they were admitted cannot exceed 25 percent.

Tuition fees must be set as a fixed annual amount, regardless of whether the education is provided on a semester or annual basis.

- No additional fees can be charged after enrollment

After the enrollment period, institutions cannot demand any additional fee or fee increase, regardless of what it is called, if it was not clearly announced in advance.

- Students with only one course remaining cannot be charged a full semester fee

Students repeating a semester or academic year, or students who have exceeded the standard period of study, may only be charged for the course or semester/year they are required to repeat.

The fee charged cannot exceed the amount corresponding to the compulsory courses or credits for the relevant period. Accordingly, a student with only one course remaining cannot be charged a full semester tuition fee.

- No additional fee can be charged for courses repeated from a lower year

Students who have advanced to a higher year and have already paid the tuition fee for the previous academic year or semester cannot be charged an additional fee, on top of their semester or annual tuition fee, for courses from a lower year that they previously failed and are required to retake.

 - No additional charges for installment payments of up to nine months

No installment-related charge can be applied when tuition fees are paid in installments over a period of up to nine months.

Institutions cannot impose installment-related charges that increase students’ financial burden due to different payment options, such as a one-time credit card payment, installment payments, or payment through a credit line.

- No additional fees can be charged to students benefiting from the right to re-enroll

For students re-enrolling under Law No. 7592, which entered into force on August 9, 2026, tuition fees will be determined based on the tuition fee applicable to the year into which they are placed following their academic adjustment.

No other fees can be charged to these students in addition to tuition.

- Non-compliant practices to be monitored daily

Foundation higher education institutions are required to carry out all procedures concerning tuition fees and fee increases in accordance with the established procedures and principles.

Applications, reports, and complaints of a similar nature that adversely affect students will be reviewed daily and as a matter of urgency by the Council of Higher Education’s Supervisory Board. Necessary action will be taken against the institutions or individuals concerned if any non-compliance is identified.
