Under a new regulation introduced by the Council of Higher Education (CoHE), Technology Transfer Offices have been granted additional powers to scale up, mass-produce or directly commercialize knowledge, inventions and technologies resulting from research and development activities conducted at universities.

An amendment to Article 6 of the Regulation on Technology Transfer Offices at Higher Education Institutions was published in the Official Gazette.

Under the amendment, Technology Transfer Offices will be authorized to establish industrial and commercial production facilities, open branches, take over existing facilities and operate them for these purposes. They will also be permitted to acquire stakes in such facilities.

The regulation expands the role that Technology Transfer Offices can play in transferring knowledge, inventions and technologies developed at universities into production.

Accordingly, in addition to scaling up research outcomes and moving them into mass production, Technology Transfer Offices will now be able to establish and operate production facilities or enter into partnerships with existing facilities for the direct commercialization of these outcomes.
