Research-Oriented Mission Differentiation Guide (2026) Published
The “Research-Oriented Mission Differentiation Guide 2026,” prepared by the Council of Higher Education (CoHE), has been published. The guide was developed to support the monitoring and evaluation of the performance of Research Universities and Candidate Research Universities, as well as their institutional development processes.
Through the guide, it is aimed to systematically monitor the research performance of these universities, strengthen data-driven approaches in institutional planning processes, enhance research capacity and quality, and improve national and international competitiveness.
According to the guide, the performance of Research Universities and Candidate Research Universities will be evaluated under three main dimensions: research capacity, research quality, and interaction and collaboration. 30 performance indicators will be used within this framework, covering areas such as scientific publications, citation performance, project and funding volume, patent outputs, international cooperation, and doctoral education.
The guide also includes the evaluation criteria to be applied within the scope of the Research Universities Support Program (ADEP), effective from the new calls to be launched at the end of 2026. In this context, areas such as human resource development, participation of international researchers, scientific publication performance, commercialization, and intellectual property outputs will be taken into consideration.
It is important for the guide to be taken into account in studies conducted within Research Universities and Candidate Research Universities, for performance indicators to be monitored regularly, and for the guide to serve as a basis for institutional planning processes.
