The Council of Higher Education has prepared the “Ethics Guide of
Generative Artificial Intelligence Use in the Scientific Research And
Publication Process Of Higher Education Institutions”
The guide was created to inform higher education institutions about
understanding and evaluating the risks and opportunities in the rapidly
developing field of Generative Artificial Intelligence (GAI), and to
take precautions against the risks. This guide has been sent to
universities.
The Council of Higher Education has prepared the “Ethics Guide of
Generative Artificial Intelligence Use in the Scientific Research And
Publication Process Of Higher Education Institutions.”
The guide was created to inform higher education institutions about
understanding and evaluating the risks and opportunities in the rapidly
developing field of Generative AI (GAI), and to take precautions against
the risks. This guide has been sent to universities in Turkey.
As part of its technical studies on digitalization, artificial
intelligence, and big data, the Council of Higher Education prepared this
“Ethical Guide on the Use of Generative Artificial Intelligence in
Scientific Research and Publication Activities in Higher Education
Institutions.” The guide was designed to inform higher education
institutions about the risks and opportunities in the rapidly developing
field of Generative AI (GAI), to understand and evaluate these risks, and
to take precautions against them. The guide has been sent to universities.
Defining ethical values and creating ethical rules based on these values in
the integration of GAI into higher education processes is of great
importance for maintaining scientific integrity and trust in science.
During the preparation of the guide, the Council of Higher Education
organized workshops to understand the opportunities and threats posed by
GAI to higher education. Opinions were gathered from academics and the
business world.
The draft guide, prepared by a committee of expert academics, was finalized
with contributions from various university academics and Members of the
Council of Higher Education.
The President of the Council of Higher Education, Prof. Dr. Erol Özvar,
stated in his evaluation of the ethical guide that higher education
institutions and scientists have a responsibility to society in maintaining
and developing ethical standards in academic studies and scientific
production. Emphasizing that a balance between science, technology, and
ethics must be established in decisions related to the use of GAI in
scientific research and publications, Özvar said, “The use of GAI in higher
education encompasses many opportunities as well as various risks. This
guide has been prepared to inform higher education institutions to
contribute to both understanding and evaluating the risks and benefits as
well as, taking precautions against risks in the rapidly developing field
of GAI.”
“Universities can make regulations according to their needs”
Özvar expressed hope that the ethical values, principles, and
recommendations included in the guide would provide assistance to
universities, and continued:
“In this dynamic process we are experiencing, our universities can use this
guide to make regulations according to their needs for the use of
artificial intelligence not only in scientific research but also in courses
in the future.”
He wished that the guide, which is capable of being updated according to
current developments, would be beneficial to universities and the
scientific community.
“Transparency, Integrity, Diligence, Justice and Respect, Privacy and
Protection of Confidentiality, Accountability” emphasis
The guide, which consists of four main sections, discusses the ethical
dimension of using GAI in scientific research and publications under the
title “The Ethical Dimension of GAI Use in Scientific Research and
Publications”; the purpose and scope of GAI use, Ethical Values
Underpinned/Threatened by the Use of GAI and Risks to Scientific Accuracy
and Integrity of the Use of GAI.
In the second section, titled “Core Ethical Values in the Use of GAI,”
principles and values such as “Transparency,” “Integrity,” “Diligence,”
“Justice and respect,” “Privacy and protection of confidentiality,”
“Accountability and responsibility,” and “Contributing to ethical climate”
are explained.
The third section lists “Some Important Risks and Ethical Issues in the Use
of GAIs,” while the guide is completed with “Some Important Recommendations
for the Use of GAI Systems” and “Frequently Asked Questions.”
Yükseköğretim Kurulu “Yükseköğretim Kurumları Bilimsel Araştırma ve
Yayın Faaliyetlerinde Üretken Yapay Zekâ Kullanımına Dair Etik Rehber”
hazırladı
ÜYZ alanındaki riskleri ve fırsatları anlamaya, değerlendirmeye,
risklere karşı önlem almaya katkı sağlamak üzere yükseköğretim
kurumlarını bilgilendirmek için hazırlanan rehber üniversitelere
gönderildi
Yükseköğretim Kurulu dijitalleşme, yapay zekâ ve büyük veri konusunda
yürüttüğü teknik çalışmalar kapsamında “Yükseköğretim Kurumları Bilimsel
Araştırma ve Yayın Faaliyetlerinde Üretken Yapay Zekâ Kullanımına Dair Etik
Rehber” hazırladı.
Hızla gelişen Üretken Yapay Zeka (ÜYZ) alanındaki riskleri ve fırsatları
anlamaya, değerlendirmeye, risklere karşı önlem almaya katkı sağlamak üzere
yükseköğretim kurumlarını bilgilendirme amacıyla hazırlanan rehber
üniversitelere gönderildi.
ÜYZ’nin yükseköğretim süreçlerine entegre edilmesinde etik değerlerin
belirlenmesi ve bu değerlere dayalı olarak etik kuralların oluşturulması
bilimsel dürüstlüğün ve bilime olan güvenin korunması açısından büyük önem
taşıyor.
Yükseköğretim Kurulu, rehberin hazırlık sürecinde ÜYZ’nin yükseköğretime
sunduğu fırsatları ve ortaya çıkardığı tehditleri anlamaya yönelik
çalıştaylar düzenledi. Akademisyenlerin ve iş dünyasının görüşlerini aldı.
Alan uzmanı hocalardan oluşturulan bir komisyon tarafından hazırlanan
rehber taslağına çeşitli üniversitelerden akademisyenlerin görüşleri
alındıktan sonra Yükseköğretim Genel Kurulunun da katkılarıyla son hali
verildi.
Yükseköğretim Kurulu Başkanı Özvar, etik rehbere ilişkin yaptığı
değerlendirmede yükseköğretim kurumlarının ve bilim insanlarının; akademik
çalışmalar ve bilimsel üretimde etik standartların korunması ve
geliştirilmesinde topluma karşı sorumluluk taşıdıklarını belirtti. ÜYZ’nin
bilimsel araştırma ve yayınlarda kullanımı ile ilgili kararlarda bilim,
teknoloji ve etiğin belli bir dengeye oturtulmak zorunda olduğunu
vurgulayan Özvar, “Yükseköğretimde ÜYZ kullanımı, bünyesinde pek çok
fırsatın yanı sıra çeşitli riskleri de barındırıyor. Bu rehber hızla
gelişen ÜYZ alanındaki riskleri ve fırsatları anlamaya, değerlendirmeye,
risklere karşı önlem almaya katkı sağlamak üzere yükseköğretim kurumlarını
bilgilendirmek amacıyla hazırlandı” dedi.
“Üniversiteler
kendi ihtiyaçları doğrultusunda düzenlemeler yapabilir”
Özvar, rehberde yer alan etik değer ve ilke ve tavsiyelerin üniversitelere
rehberlik etmesini umut ettiklerini belirterek şöyle devam etti:
“Yaşadığımız bu dinamik süreçte, önümüzdeki dönemde gelişmelere bağlı
olarak üniversitelerimiz bu rehberi kullanarak yapay zekanın yalnızca
bilimsel araştırma faaliyetlerinde değil aynı zamanda derslerde kullanımına
yönelik kendi ihtiyaçları doğrultusunda düzenlemeler yapabilirler.”
Özvar, güncel gelişmelere göre her zaman yenilenebilecek nitelikte olan
rehberin üniversitelere ve bilim camiasına hayırlı olmasını diledi.

Başlıca dört başlıktan oluşan rehberde “ÜYZ’nin Bilimsel Araştırma ve

Kapsamı, Dayandığı ve Tehdit Ettiği Etik Değerler ile Bilimsel Doğruluk ve
Dürüstlük Açısından Taşıdığı Riskler ele alınıyor.
İkinci başlıkta, “ÜYZ Kullanımında Temel Etik Değer ve İlkeler” adı
altında; “Şeffaflık”, “Dürüstlük”, “Özen”, “Adalet ve saygı”, “Gizlilik ve
mahremiyetin korunması”, “Hesap verebilirlik ve sorumluluk üstlenme” ve
“Etik iklime katkıda bulunma” gibi ilke ve değerler açıklanıyor.
Üçüncü başlıkta, “ÜYZ Kullanımında Karşılaşılabilecek Önemli Bazı Riskler
ve Başlıca Etik Sorunlar” sıralanırken “ÜYZ Sistemlerinin Kullanımında Bazı
Önemli Tavsiyeler” ve “Sık Sorulan Sorular”la rehber tamamlanıyor.
