CoHE Makes Procedures Regarding Acceptance Letters for International
Students Easier and Safer
The Council of Higher Education has launched a project that will ensure
that the process regarding the acceptance letters to be issued by
universities will be carried out online in order to help finalize the
procedures of international students, who will study in Türkiye, in a
fast and secure manner.
In the correspondence sent to the universities, it was requested that
the acceptance letters to be issued for international students be
communicated to the Council of Higher Education online.

The Council of Higher Education has decided that the process will be
carried out online to facilitate the procedures regarding the acceptance
letters to be given to international students, who will study in Türkiye,
and to speed up the process by allowing the relevant institutions to verify
the submitted information instantly.
In the correspondence sent to the universities by the Council of Higher
Education, it was emphasized that the Council is in cooperation with the
relevant public institutions regarding the procedures carried out for
international students, which is one of the most important indicators of
the internationalization of the higher education system.
It was noted that the Council of Higher Education, the Ministry of Foreign
Affairs and the Presidency of Migration Management had meetings to discuss
the matter and that it was agreed to make more use of digital opportunities
in both the issuance of acceptance letters to international students and
the related procedures such as visa registration and residence to make some
of the procedures faster and more reliable.
Records will be stored in university systems
According to the agreement, from now on, the acceptance letters to be
issued for international students will be transmitted to the Higher
Education Information System (YÖKSİS) through the internet service created
for this purpose so that the relevant institutions can verify these
letters. The "Acceptance Letter Number" to be given by YÖKSİS will be
included in the admission documents to be issued to students. In order to
monitor the acceptance letter procedures, all transactions and the records
of the people who carried out the procedures will be stored in the
university systems.
In addition, since a CoHE Student Number starting with 987 is created
during the registration of enrolled students, who have recently arrived in
Türkiye and have not received a "Foreigner Identification Number", to
YÖKSİS, it will be mandatory to submit the document type and document
number during this process.
Implementation Guidelines
On the other hand, CoHE continues to update the data of those who are
currently registered in YÖKSİS with a CoHE Student Number. Accordingly,
implementation guidelines have been prepared regarding the updates made in
the procedures. The procedures will be carried out according to these
guidelines.
