CoHE Takes Action for Another Supplementary Payment to Healthcare
Professionals Working at University Hospitals

The Council of Higher Education (CoHE) prepared a draft regulation
amendment to ensure supplementary payment to be made to staff working at
university hospitals within the scope of research, diagnosis and treatment
activities for the COVID-19 pandemic in addition to the personnel working
in the health facilities of the Ministry of Health.

The personnel working in the medical faculties and health practice and
research centers of universities, and in the health centers affiliated to
the Ministry of Health providing health services related to the novel
coronavirus (COVID-19) pandemic were paid for two months, effective from 1
November 2020.
The Ministry of Health has made an arrangement that allows supplementary
payment to be made to the staff working in the health facilities affiliated
to the Ministry for four months starting from April 1 due to the ongoing
pandemic and the increase in workload in health centers. The arrangement
was published on the Official Gazette on May 8, 2021.
- Amendment to the regulation for the personnel at university hospitals
After the arrangement by the Ministry of Health, the Council of Education
took action to ensure supplementary payment to be made to the personnel
working at university hospitals for labor peace among the healthcare
personnel.
The Council prepared a draft amendment to add a provisional article to the
Regulation on the Principles and Procedures Regarding the Dissemination of
Supplementary Payment to be Made from the Revenues of Revolving Funds in
Higher Education Institutions.
According to the draft, personnel working at university hospitals within
the scope of research, diagnosis and treatment activities for the COVID-19
pandemic will be made supplementary payment for four months, effective from
April 1.
- The Council shared it with the related institutions and asked for
their opinions
The draft regulation amendment was shared with the Ministry of Treasury and
Finance and Strategy and Budget Office of the Presidency of the Republic of
Turkey. They were asked to share their opinions on the draft.
The works on the regulation amendment will be finalized according to the
assent of these institutions.
