University Monitoring and Evaluation General Report–2025 Published

The Council of Higher Education has published the University Monitoring and Evaluation General Report–2025, which presents analyses of 201 universities in Türkiye based on 67 different indicators.

As one of the most comprehensive analytical documents of the higher education ecosystem, the report is built on a total of 67 indicators grouped under five main categories: Education and Teaching; Research and Development, Projects and Publications; Internationalization; Sustainability; and Community Engagement and Social Responsibility.

The University Monitoring and Evaluation General Report reveals that Türkiye’s higher education system has not only expanded quantitatively but has also gained significant momentum in terms of research quality and global competitiveness.

In this year’s assessment, the scope was extended beyond academic performance to include criteria such as accessibility, inclusiveness, and science communication. Under the Digital Accessibility criterion, universities’ websites were evaluated for compliance with international WCAG standards, and universities’ accessibility inventories were measured for the first time as a performance indicator. Within the scope of the Science Communication criterion, the activities of science communication offices that strengthen universities’ engagement with society were also incorporated into the monitoring process.

 

– Quality-Driven Growth and Global Competitiveness –

The data point to the continued development of the research ecosystem of Turkish universities. Under the Research and Development (R&D) category, the rise in the number of national and international publications—together with the Category Normalized Citation Impact (CNCI), which measures the quality of publications approaching the world average—demonstrates a clear improvement in the quality of academic output. In addition, increases in university–industry collaboration and patent numbers strengthen the potential for knowledge to be transformed into economic value.

In the Education and Teaching category, shorter transition periods for graduates entering employment and an increase in the number of accredited programs were reflected in the report as tangible outcomes of quality-focused processes.

The report also highlights positive developments in the field of internationalization, described as Türkiye’s “soft power” in higher education. The growing number of international students and increased visibility in prestigious global rankings such as Times Higher Education (THE), QS World University Rankings, and Academic Ranking of World Universities (ARWU) confirm that Turkish universities are strengthening their global competitiveness.

 

Özvar: “A Strong Roadmap for the Future”

Erol Özvar, President of the Council of Higher Education, emphasized that the University Monitoring and Evaluation General Report is not merely a situational assessment but also serves as a vision document. Stating that the Council of Higher Education is taking determined steps to ensure that universities play a decisive role on a global scale, Özvar said:

“The 2025 report is a strong roadmap that reveals not only our current capacity but also our forward-looking vision.”
