The Council of Higher Education’s Audit Board has launched inspections into 23 foundation higher education institutions following reports and complaints received by the Council of Higher Education alleging that the prescribed cap on tuition fee increases for students other than those in preparatory or first-year classes had not been observed.

The rules governing increases in students’ tuition fees were established under the “Procedures and Principles Regarding the Determination of Tuition Fees and Fee Increases for Classes Other Than Preparatory or First-Year Classes at Foundation Higher Education Institutions,” issued pursuant to Additional Article 9 of Higher Education Law No. 2547.

By a decision dated July 8, 2026, the CoHE General Assembly ruled that tuition fee increases applicable to students enrolled in classes other than preparatory or first-year classes at foundation higher education institutions could not exceed 25 percent in the 2026-2027 academic year.

Recent reports and complaints submitted to the Council alleged that some foundation higher education institutions had failed to comply with the prescribed cap on tuition fee increases.

Following these applications, the Council of Higher Education Supervision Board launched inspections into 23 foundation higher education institutions.

As part of the inspections, the tuition fees set by the institutions concerned for the 2026-2027 academic year, as well as the fee increases charged to students, will be assessed for compliance with the relevant legislation and the decision of the CoHE’s General Assembly.

The Council of Higher Education had previously announced that applications, reports, and complaints received by the Council and deemed to have adverse consequences for students would be examined daily and as a matter of urgency.
