Türkiye and Turkmenistan to Open Joint Diploma Programs in Higher
Education
Within the scope of the Memorandum of Understanding signed between the
Council of Higher Education and the Ministry of Education of
Turkmenistan, joint diploma programs will be opened and both countries
will accept students in undergraduate and graduate fields of study.
It has become possible to establish cooperation between the
universities of the two countries in the fields of digital education
and research and development.

Cooperation between Türkiye and Turkmenistan in the field of higher
education is expanding. Higher education institutions in the two countries
will be able to open joint diploma programs at undergraduate, graduate and
doctoral levels.
In accordance with the Memorandum of Understanding signed by Erol Özvar,
President of the Council of Higher Education, and Nurmuhammet Amannepesov,
Deputy Chairman of the Council of Ministers of Turkmenistan, during the
visit of Turkmen President Serdar Berdimuhammedov to Türkiye on October 26,
2023, cooperation will be established in the fields of higher education and
scientific research to strengthen bilateral relations.
According to the Memorandum of Understanding, exchanges in academic and
scientific fields will be realized between the higher education
institutions of the two countries.
Students, lecturers and researchers will be encouraged to participate in
the education and internship mobility of specific programs and short-term
research programs. In addition, exchange of educational materials, joint
workshops, conferences, seminars and mutual university visits will be
planned.
The parties will be able to send and accept students to their higher
education institutions at undergraduate and graduate levels within the
framework of their legislations. They will carry out the procedures for the
recognition of degrees and diplomas.
A "Joint Standing Committee on Higher Education" will be established to
jointly develop cooperation plans in the areas specified in the Memorandum
of Understanding, and to implement and evaluate the works towards these
goals.
- The fields of study preferred by Turkmen students in Türkiye are
expected to expand
The majors that are mostly preferred by Turkmen students in associate
degree programs in Türkiye are First and Emergency Aid, Banking and
Insurance, Accounting and Taxation. History, Nursing and primary school
teaching are in the top three in undergraduate programs. History is also
the most preferred major in master's programs, while International
Relations and History stand out among doctoral programs. The number of
preferred majors is expected to diversify with the signing of the
Memorandum of Understanding.
