Statement Regarding Higher Education Quotas for 2019

The opinions of the Advisory Board for Higher Education Programs, which was established under CoHE, were taken into consideration while determining the quotas for this year for the first time.

The representatives from the public and private sector including the Ministry of Treasury and Finance, Ministry of National Education, Ministry of Industry and Technology, Ministry of Health, Strategy and Budget Office of the Presidency of the Republic of Turkey, Social Security Institution, and Union of Chambers and Commodity Exchanges of Turkey are also members of this board.

The needs analysis for manpower in Turkey, requests, suggestions and data which were presented by TUIK officials were evaluated in the board meeting. The employment-oriented approach toward strengthening the correlation between graduates and employment was discussed after the projections for the manpower needed in Turkey was evaluated. The increase in the number of quotas was evaluated in a general framework this year. A new perspective was created and the “Programs in Teaching and Health” were evaluated in terms of quotas. This approach will also cover other programs next year and the role of the Board in determining quotas will be more apparent.

They also took into consideration the parameters such as the number of faculty members/academic staff and occupancy rate while determining the quotas for higher education programs and came up with a rational plan. They also used data-based management approach to review the dynamics for the transition to higher education by province and region which was listed in the report entitled “2018-YKS Achievements and Population Mobility in Provinces and Regions during Transition to Higher Education” .
