CoHE Makes Changes to Get Rid of Confusion over Program Names

The number of associate and undergraduate degree programs that have diversified in line with the developments in higher education is2.191. The increase in the number of programs stems not only from different kinds of programs but also from the same programs being opened under different names.
This situation causes some graduates to have problems during lateral and vertical transfers and job applications. They also have difficulties in terms of the conflict of positions and professional competence while using their diplomas in professional life.
Every year, an average of 3.000 people apply to the Council of Higher Education to verify the equivalence of their diploma to another diploma with a similar name. Such cases have made it necessary to find a solution to the issue.
- Undergraduate programs with similar content or names will be renamed and grouped according to fields
According to the International Standard Classification of Education (ISCED-F 2013), programs are classified in 10 broad fields :
01 Education
02 Arts and Humanities
03 Social Sciences, Journalism and Information
04 Business, Administration and Law
05 Natural Sciences, Mathematics and Statistics
06 Information and Communication Technologies
07 Engineering, Manufacturing and Construction
08 Agriculture, Forestry, Fisheries and Veterinary
09 Health and Welfare
10 Services
In this scope, the undergraduate programs in our higher education system were classified according to the scientific standards under ten broad fields, 53 narrow fields and 144 detailed fields of the International Standard Classification of Education of UNESCO and equivalent programs were combined under common names by the broad agreement of scientific boards.
There is one issue that needs to be addressed: “As a result of this study, those who graduated from different programs with the same content will not have any problems and the rights and status of currently enrolled students will be preserved.”

- The names and equivalency of associate degree programs are being updated
The Council of Higher Education classified associate degree programs according to the International Standard Classification of Education of UNESCO in 2009. The classification and names of associate degree programs are currently updated according to the standards in ISCED-F 2013.

- A participatory method was followed for the issue: 17 commissions consisting of 120 academics from 55 universities carried out a study for a year
This process was carried out in a transparent and participatory way. Seventeen working commissions were formed with 120 academics from 55 universities . These commissions carried out a study based on common sense and broad consensus principle. They renamed and classified the programs in their fields of study.
- Opinions and suggestions will be received until November 25, 2019
As of today, the draft that has been worked on meticulously is available for the opinions and suggestions of universities and other stakeholders. They can send their opinions and suggestions to prsiniflama@yok.gov.tr by November 25, 2019.
After the commissions evaluate the opinions and suggestions, the study will be completed and the outputs will be implemented.
