The Commission for Academic Assessment and Quality Improvement in Higher Education (YÖDEK) was established within the scope of the Regulation on Academic Assessment and Quality Improvement in Higher Education Institutions, which was published in the Official Gazette dated 20/09/2005 and numbered 25942, and the first practices were initiated within the scope of the legislation in the field of quality assurance. " The Academic Assessment and Quality Improvement Board" (ADEK) was established in higher education institutions within the scope of the regulation and all higher education institutions started to send ADEK reports, which they are obliged to prepare each year, to CoHE.

 

Considering the necessity for a change in the recent developments and practices that have taken place in higher education, amendments were made on the Higher Education Law (Law No. 2547) with the Law No. 6111 in 2011. Practices for internal and external quality assurance aimed at continuous improvement of education were also included in the Law.

 

After publishing the Regulation on Quality Assurance in Higher Education on July 23, 2015, the Council of Higher Education established the Higher Education Quality Board and abolished YÖDEK. The establishment of quality boards in all higher education institutions has also become mandatory within the scope of the Regulation.

 

Five members of the Higher Education Quality Board, which consists of 21 members, are elected by the General Assembly of the Council of Higher Education and four of them are elected by the Interuniversity Council. The other members are representatives of the stakeholder institutions (Ministry of Science, Industry and Technology, Ministry of National Education, Ministry of Development, Ministry of Finance, Ministry of Health, TÜBİTAK, MYK, TOBB, TÜBA, TÜSEB and TÜRKAK). A student representative is also included in the Higher Education Quality Board.

 

The Regulation on Quality Assurance in Higher Education regulates the principles of education and research activities of higher education institutions, internal and external quality assurance of administrative services, accreditation and authorization process of independent external assessment bodies as well as the duties, authorities and responsibilities identified in this scope.

 

The Higher Education Quality Board, which was established under the Regulation, fulfills the following three primary duties in order to organize and carry out activities related to quality assessment and assurance in higher education institutions:

 

  • Institutional external assessment,
  • Registration of external assessment and accreditation bodies,
  • Increasing awareness of quality culture and dissemination of quality assurance practices.

 

Higher education institutions prepare internal assessment reports within the scope of the institutional external asssesment every year. They are included in the external assessment carried out by the Higher Education Quality Board based on the reports at least once every five years.

 

Another duty of the Higher Education Quality Board is to evaluate the registration applications prepared by external assessment and accreditation bodies regarding their authorization and submit them with a report to the General Assembly of the Council of Higher Education.

 

The Council of Higher Education continues to work towards making the Higher Education Quality Board an administratively and financially autonomous institution.
