People Can Check “Application for Equivalence” Through e-State
February 13, 2017 / Ankara
The Council of Higher Education initiated the "Inquiry for Application of Equivalence" service through the e-state portal in order to allow students who graduated from universities abroad to check their progress related to the application procedures for equivalence and complete their procedures in a short time.
CoHE Executive Council Member Prof. Abdullah Çavuşoğlu said that CoHE developed a new software and noted that all applications for diploma equivalency that were done after June 13, 2016, were transferred to the e-state after they were uploaded to the new software.
Çavuşoğlu emphasized that applicants could follow the progress related to all application procedures that were done after June 13 through the e-state portal within the scope of the project and that they didn't need to visit or call CoHE after applying. He said that nearly 5 thousand applications for diploma equivalency was submitted to the e-state system.
He said that applicants who want to know about the status of the application for equivalence could visit "https://www.turkiye.gov.tr/yok-denklik-basvurusu-sorgulama" that is listed in the "e-state" system. He noted that it would take almost approximately three or four years for all applications that were submitted before June 13 to be completely transferred to the system.
Paperwork will decrease with the help of the new system
Çavuşoğlu said that students who graduated from the universities abroad needed to come to CoHE in order to get a diploma equivalency and added, "CoHE has issued nearly 110 thousand documents for diploma equivalency until now. We receive almost 10 thousand applications every year. That's a huge number. The correspondence related equivalence consists of 40% of the number of official correspondence which is 100 thousand in total. The new system will help reduce this number."
Çavuşoğlu stated that people who applied by using the system would see the status of their documents and the procedures which have been realized until that date. He emphasized that CoHE would also continue to receive applications in the old way.
Passport information will also be received online
Çavuşoğlu said that the passport information, period of stay abroad and entrance and exit dates of those studying abroad would be received online within the scope of the protocol signed by CoHE and the Directorate General of Security. He noted that the new system would allow people to obtain the information related to the entrance and exit dates in seconds and that it wouldn't cause a loss of time.
The new system will confirm the period of study spent abroad by the student applying for diploma equivalency.
CoHE will also realize the "System for Inquiry of Diploma Equivalency"
After the allegations regarding FETÖ offering its members employment in Turkey by using fake diplomas taken from foreign countries, CoHE decided to realize a new software that will inquire the equivalence of diplomas.
Prof. Çavuşoğlu said that CoHE started to transfer the previously-submitted 110 thousand diploma equivalence related information to the new software and that nearly 4 thousand of these files have been entered into the system. He noted that they were planning to upload all documents related to diploma equivalency in a short time starting from 2016 to the previous years. He added that the System for Inquiry of Diploma Equivalency would also be accessible through the e-state portal in 3 or 4 months.
He said, "People could state the diploma equivalency of the universities abroad where they graduated from. For instance, you will start working in an institution. The officials of that institution will directly check your diploma through the e-state portal in order to see if it's fake or not."
Çavuşoğlu noted that people would also see various statistical data such as the field of study of the graduates that applied for application of equivalence, country, gender and age if they entered the system for inquiry of diploma equivalency. He said that there would be no need for notarization for diplomas thanks to the statement and barcode system on the e-state portal.
Çavuşoğlu said, "The new CoHE is working hard to make the procedures for equivalence to be carried out in the fastest, easiest and most trustworthy way. We are aiming to allow people to carry out all procedures through the e-state portal."
Universities that made into the first 1000 universities will directly obtain equivalence
CoHE Executive Council Member Prof. Abdullah Çavuşoğlu said that CoHE is giving equivalence directly to the diplomas of students who graduated from universities that has made into the list of the first 1000 universities in the world without any additional procedures.
