Good News on Equivalence Procedures: Alternative Exams to be Introduced

Procedures regarding the diploma equivalency of those who apply for equivalence to the Council of Higher Education after graduating from the higher education institutions abroad are carried out in accordance with the provisions of the Regulation on Recognition and Equivalence of Foreign Higher Education Diplomas. In this context, a written Placement Test (STS) was conducted once a year for individuals who are acknowledged to take the Placement Test by the Council of Higher Education. However, CoHE was receiving an increasing number of applications and conducting STS once a year was unfair for the applicants.


In this context, Ankara University, Gazi University, Ankara Yıldırım Beyazıt University and Hacettepe University started to conduct structured clinical examinations which are equivalent to the STS held twice a year in the field of medicine with the decision taken in 2016. In addition, it was decided that the USMLE-Step 3, PLAB-Part 2, AMC-Clinical Examinations, MCCQE-Part 2 and Ärztliche Prüfungen (3 AP, Staatsexamen) would be accepted as an equivalent to STS. Thus, if candidates who will take the STS in the field of medicine did well in the exams they took abroad, those exam results will be accepted. They will also have the chance to take six exams per year.



Examination opportunities increase in non-medical fields


There has been a study carried out with the opinions of academics from various universities in order to make similar regulations in the fields of health sciences that are outside of the field of medicine over the last year. As a result of our studies, it was decided to carry out scientific identification tests, that are equal to the written STS, in the field of health sciences such as dentistry, nursing, physical therapy and rehabilitation, occupational therapy, veterinary medicine, midwifery and speech and language therapy. Scientific identification tests will be conducted in these fields of health science five times a year in the universities of which the names will be announced later.



Written placement tests also continue to be conducted


STS is conducted both written and orally in different fields. A limited number of applications are accepted for the oral exams, whereas there is no limit in terms of numbers of applications for the written exams. Therefore, it was concluded that it was appropriate to continue conducting the written STS once a year along with the scientific identification tests.



Chance to sit for exams six times per year


The new regulations enable applicants, who were accepted to take a placement test for equivalence in many fields of health sciences, to take exams six times in a year.



Improvements in Equivalence Process


As is known, the new CoHE launched the "Inquiry for Application of Equivalence" service through the e-state portal last February in order to allow students who graduated from universities abroad to check their progress related to the application procedures.


In addition, CoHE will also realize the "Diploma Equivalency Inquiry System" through the e-state gate soon. This system was created to enable individuals and higher education institutions abroad, where the statements of the diploma equivalence documents were obtained from, to inquire these statements.


As the new student-friendly YÖK, we will continue to facilitate the diploma equivalency procedures of our students who graduated from universities abroad by taking advantage of technology within the scope of the relevant legislation.
