Current Positions of Turkish Universities in the International Arena

January 16, 2018 / Ankara

The Council of Higher Education awarded 10 Turkish universities that were ranked among the top 400 universities out of 1000 universities in the world in terms of research and recognition according to the survey of QS.

CoHE President Prof. Dr. M. A. Yekta Saraç awarded 10 Turkish universities, which were ranked among the world's top 400 universities in terms of research and recognition according to the survey carried out by the ranking organization Quacquarelli Symonds (QS).

CoHE President Saraç delivered a speech in the ‘Meeting on Mission Differentiation and Specialization in the Global Competition Environment' held at the CoHE Conference Hall. The current situation of the Turkish higher education system in the international arena was discussed in the meeting. He said that the QS officials requested for a meeting with the Council of Higher Education to determine the fields in which they could cooperate with CoHE about a year before.

Saraç noted that they asked the QS officials to carry out a study on the subjects that Turkish universities could compete in the world.

He stated that QS completed a study which shows the subjects that Turkish universities could compete on a global scale and the success rates in those subjects and said, "As a result, we were able to see the positions of Turkish universities in the world. It has become like an X-ray film that shows the success of our universities in the subjects in which they compete with universities around the world."

He noted that CoHE launched a specialization project aimed at regional development two years before, adding that they would expand the project.

He said that they had also concluded the study on research universities and said:

"We are on the right track as we take the right steps. These steps are directly linked to having the correct data. There is no doubt that our findings about the status of our universities are also important. It is especially important for an outsider that has experience in these subjects to make observations on these issues. The results of this study, which was carried out in collaboration with CoHE, should produce a result for CoHE, the Turkish higher education system and Turkish universities. That is why, it is necessary to get to know such success stories. As the new CoHE, we would like to award successful institutions, academics and students in the system."

- A new process to be initiated for the leading universities in the field of education

Saraç pointed out that they should not be limited to presenting plaques to the universities that were determined by the survey of QS and said, "These achievements must be crowned with both permanent positions and transfers of funds." He stated that they would like to support these universities with additional projects and programs in certain fields.

He noted that CoHE had allocated new permanent positions for five universities that were determined according to the project aimed at regional development that week, adding that the Ministry of Development transferred funds to those universities. "We will soon launch a similar process (permanent position and transfer of funds) for outstanding Turkish universities," he said.

President Saraç stated that they did not want to limit the process for specialization aimed at regional development to five universities and that they had a meeting with the Ministry of Development to talk about the new phase they will have for all universities that were established after 2006.

He said that every university rector was making efforts to have their universities ranked at higher positions and that this situation was closely related to some conditions. He emphasized that it was all a process and said, "I would like to thank all university rectors for their hard work towards becoming successful, providing good education to their students, contributing to the society and conducting high-level studies during this process."

CoHE President Saraç added that it was pleasing to see that the universities that are mostly considered as local universities were becoming more apparent in showing their achievements in the fields they compete.

President Saraç presented plaques to the rectors of ten Turkish universities, which were ranked among the top 400 universities out of 1000 outstanding universities in the world in terms of research and recognition according to the study conducted by QS.

The names of the Turkish universities and their rectors are as follows:

Prof. Dr. Erkan İbiş, Rector of Ankara University, Prof. Dr. Abdullah Atalar, Rector of Bilkent University, Prof. Dr. Mehmed Özkan, Rector of Boğaziçi University, Prof. Dr. Necdet Budak, Rector of Ege University, Prof. Dr. Haluk Özen, Rector of Hacettepe University, Prof. Dr. Mehmet Karaca, Rector of Istanbul Technical University, Prof. Dr. Mahmut Ak, Rector of Istanbul University, Prof. Dr. Barış Tan, Vice Rector of Koç University, Prof. Dr. Mustafa Verşan Kök, Rector of METU, and Prof. Dr. Hasan Mandal, Rector of Sabancı University.

- How did the study of QS begin?

The Council of Higher Education requested from the QS officials to conduct a study to determine the subjects that Turkish universities could compete on an international scale. The officials from the QS Turkey Country Office evaluated the outcomes of the universities in 46 subjects and determined the subjects that they could compete on an international scale. Accordingly, it was revealed that ten universities were able to compete with the universities abroad in 24 subjects.

The Council of Higher Education gave the ‘Subject-based Achievement Awards' to these universities in the ‘Meeting on Mission Differentiation and Specialization in the Global Competition Environment'.

The current status of the Turkish higher education system in the international arena and future plans were discussed in the meeting. The rectors of Turkish universities, administrators of some universities abroad and officials from Quacquarelli Symonds (QS) and the University Ranking by Academic Performance (URAP) attended the meeting.
