CoHE President Saraç started his speech by expressing how happy he was to be in Harran University and Şanlıurfa, one of the most important cities in Turkey with its history, values and mission.
He stated that regions are considered as the main spots for learning, knowledge production and innovation according to the new understanding of regional development and emphasized that regions become prominent as the crucial points of innovative economic growth with paradoxical globalization.
He said that macroeconomic activities, institutions and policies are defined as the three main determinants of growth at the national level. "Universities are among the most important organizational structures as they contribute greatly to the basic development of the society by training human capital as well as social and intellectual capital. They are not just places where competent and talented experts are educated especially in the region. They are also the centers of attraction for the region," he said.
CoHE President Saraç stated that they, as the Council of Higher Education, expected the universities in the region to be entrepreneurial, active and proactive and become dynamic organizations that could respond to the needs of work and working environments and develop mechanisms and processes.
"The articles listed in the Production Reform Package, which was released with the strong support of the current government in July 2017, cleared the way for the universities. In other words, it has removed all obstacles that have prevented the universities from becoming dynamic organizations.
The most important concept we have had with the scientific, technological and economic understanding of the 21st century is a rapid change. In this sense, we also need a rapid and big change. We are aware of this fact. We are working earnestly with this priority in mind. All of the concepts of education, research and community service that are generally considered as the tasks of universities require new equipment in the 21st century. For this reason, we define ourselves as the new Council of Higher Education. In order to get concrete results from the meeting, we need to monitor our goals and strategies through effective monitoring tools. We will continue to pave the way for Turkish universities and support this cause."
