CoHE Makes Important Arrangements for Those Wishing to Study Abroad:

"Graduates of the universities ranked in the top 400 in the rankings will be granted direct equivalence, and graduates of the universities ranked in the top 1000 will not be required to take the Higher Education Institutions Exam (YKS)."

March 28, 2024

The Council of Higher Education has published the principles and procedures to overcome the hesitations arising in the implementation of the amendment to the Regulation on the Recognition and Equivalence of Foreign Higher Education Diplomas published in the Official Gazette on March 15.03.2024 regarding the equivalence of foreign higher education diplomas. The principles and procedures are as follows:

"Graduates of the universities ranked in the top 400 in the rankings will be granted equivalence directly, and they will not be required to take the YKS."

Graduates of all programs, including medicine, dentistry, pharmacy and law programs, of higher education institutions ranked in the top 400 in the three international higher education rating agencies recognized by the Council of Higher Education will be granted equivalence directly.

Graduates of the universities ranked in the top 1000 by the same rating agencies need to apply for equivalence in all fields, including the departments with success requirement, as before. However, they will not be required to take the YKS.

Graduates of medicine, dentistry, pharmacy and law programs of the universities in the top 1000 need to apply for equivalence. Their applications will be examined individually according to their transcripts.

Graduates of medicine, dentistry, pharmacy and law programs of the universities that are not ranked in the top 1000 are obliged to take the YKS and fulfill the success requirement.

Graduates of medicine, dentistry, pharmacy and law programs of the universities that are not ranked in the top 1000 need to take the YKS. If they meet the requirement of success ranking of the relevant programs in the YKS, their applications for equivalence will be accepted and examined individually according to their transcripts.

In other words, only those who will study medicine, dentistry, pharmacy and law at the universities that are not in the top 1000 will be required take the YKS and fulfill the success requirement. The graduates from other departments will not be required to take the YKS.

The amendment does not introduce a restrictive regulation regarding the programs that do not require success ranking. As before, applications for equivalence in these fields will be examined individually and a decision will be made accordingly.
