Announcement on Language Certificate Required for Graduates of Foreign Higher Education Institutions When Applying for Certificate of Equivalence

The following statement was added to subparagraph (ğ) of the first paragraph of Article 4 titled "Common Protocol and Documents" of the Regulation on Recognition and Equivalence of Foreign Higher Education Diplomas, which entered into force after being published in the Official Gazette dated 05.12.2017 and numbered 30261:

“Score/document determined by the Council of Higher Education from the exams in the medium of instruction of the program recognized by the Council.”

The following statement was added to subparagraph (f) of the sixth paragraph of Article 7 of the same Regulation and entered into force upon publication in the Official Gazette dated 20.10.2023:

"In case the foreign language certificate to be submitted within the scope of subparagraph (ğ) of the first paragraph of Article 4 is not submitted within the specified period or the submitted document does not meet the success requirements, the application of the student is rejected. In the event that there are no exams previously recognized by the Council of Higher Education in the medium of instruction of the program, the Council of Higher Education will determine the suitable exams and success scores."

In accordance with the decision taken at the CoHE Executive Board Meeting dated 24.10.2023, it was decided that a language certificate in the medium of instruction of the program will be requested for associate, undergraduate and graduate diploma equivalence applications made after 20.10.2023 as per the amendment made in the Regulation on Recognition and Equivalence of Foreign Higher Education Diplomas. Other provisions are listed below:

1. If ÖSYM administers language exams in the medium of instruction of the program, the ÖSYM score report with verification code certifying that a minimum score of 60 (sixty) was obtained from the exam or a document with verification code certifying that an equivalent score was obtained from an exam in the relevant language (https://www.osym.gov.tr/TR,10358/esdegerlikler.html) recognized as equivalent to YDS by ÖSYM must be submitted to the Council.

2. If those who applied for diploma equivalence to the Council after the amendment was published in the Official Gazette cannot submit the document showing that they obtained the relevant score at the time of application, their applications will be accepted and they will be given two years to submit their relevant language certificates.

3. Students who cannot submit their language certificates within the deadline or submitted forged, scraped, erased, falsified and contradicting documents will be rejected in accordance with clause (f) of Article 7/6 of the Regulation.

4. If ÖSYM do not administer language exams in the medium of instruction of the program and there are no exams in the relevant language recognized as equivalent to YDS by ÖSYM, students must take the exam to be administered by the institution(s) to be determined by the Council and obtain the relevant score.

5. The validity of the recognized exams is determined as five years.
